Looking back, in 2015, Obama's FCC Chairman, Tom Wheeler, took a heavy handed approach to internet regulation by classifying it as a "public utility" under Title II of the Communications Act. Now Trump's FCC Chairman is repealing this, but there is nothing to prevent any future Democratic Administration from re-imposing Title II.
